Owner Janette Tait is hoping to open a community facility above her popular Newton Stewart Cinnamon cafe and shop in the wake of other facilities closing.
Mrs Tait had originally planned to develop the upstairs when she took over the building six years ago but let the original plans lapse.
Now she has had so many people asking her when she was going to open upstairs, she has lodged a planning application with the council.
Mrs Tait said: “The Newton Stewart Community Centre closing gave me a push. The next step is to form a charity, then you can get funding to take this forward.
“I hope to have a community/church-based facility. We have put in an application to develop three rooms.”
