The fostering and kinship services of Dumfries and Galloway Council are top class, according to a report from the Care Inspectorate last month.
The authority has not been advised to make any improvements or changes and has been praised for its handling of the service across the region.
Chair of social work services, councillor Andy Ferguson, said: “I know that the people in this service have the best interests of children and those who care for them at the heart of everything they do.
“They can be very proud of the service they provide and I am delighted to congratulate them on this excellent report.”
At the time of the inspection, the service supported a total of 80 foster carers with 79 children and young people placed with approved foster carers.
The reports stated that on 31 December 2012 there were no children or young people were awaiting a foster care placement.
